This report is the product of co-operation between, the UN Inter-Agency Lessons Learned Project (LLP) on the Human Rights-Based Approach to Development, the international consultant (Professor Terrance Duffy), the Vietnam Institute for Human Rights (VIHR), the UNESCO Hanoi Office, and the UNDP Asia Pacific Gender Mainstreaming Programme. It forms part of a wider action research project, entitled, “Communicating Human Rights in Vietnam”, the early stages of which were supported by a workshop conducted in August 2005 in association with the UNESCO Hanoi Office and the VIHR.
